Copyright Holders Can Shut Down University ISP Services
The U. S. District Court for the District of Hawaii has ruled that the Digital
Millennium Copyright Act (DMCA) d'es not require copyright holders to conduct
an investigation to establish actual infringement before sending notice to an
Internet Service Provider (ISP) requiring them to shut down an allegedly infringing
Web site, or stopping service all together to an alleged violator. The decision
stems from a suit filed against the Motion Picture Association of America as
a result of a series of cease and desist orders issued in 2001 accusing InternetMovies.com
of distributing unauthorized copies of copyrighted motion pictures, which led
to shutting down the entire Web site. InternetMovies.com said the decision has
serious implications to university campuses as many students and faculty use
the school as ISPs and any copyright holder can seek to lawfully shut down whole
university networks without an investigation under the protection of the DMCA.

Click2learn Unveils SCORM 1.2 Resource Kit
Productivity software developer Click2learn is making available a SCORM 1.2 Resource Kit for those interested in learning about interoperable learning content. The company described the kit as an evolving collection of documents and demonstrations designed to help technical and non-technical users understand and apply the Shareable Content Object Reference Model (SCORM), the leading learning content standard. Much of the content in the kit is derived from R&D documents and prototypes created as part of Click2learn's involvement in learning technology standards initiatives. Documents include a basic introduction to SCORM; a technical "cookbook" for content developers, with working examples; and a brief on how to test SCORM content for successful integration with Aspen, the company's learning management suite.

South Pacific University Consortium Opens Online B-School
Universitas 21, a consortium of 17 foreign universities including the National University of Singapore, University of New South Wales, the University of Queensland, the University of Hong Kong and the University of Melbourne, have joined with commercial eLearning content developer Thomson Learning to open Unversitas 21 Global, an online university for MBA aspirants in the South Pacific rim. The group expects to enroll 800 students at its initial registration and projects to grow to about 5,000 students by 2004. Most of the registrations are expected to be from the Asia Pacific region. Dr. Mukesh Aghi, the CEO of Universitas 21 Global, said the university aims to capture part of an estimated $111 billion global demand for higher education.

WIRELESS PROJECTORS—InFocus Corp. introduced a family
of wireless projection systems. The LP820 is the first in a rollout of systems
that will be introduced and made available throughout the summer. The LP820
supports InFocus LiteShow, a secure wireless digital projection software. In
a wireless environment, the LP820 can create a collaborative atmosphere where
users can securely project their ideas from anywhere in the room on a shared
projector. The LP820 also includes an smart display panel that guides the user
through the set-up process and leads to glitch-free presentations.
Deals, Contracts, Awards in Higher Education Market
INFRASTRUCTURE—The Peralta Community College District
in Oakland, Calif., signed a deal with Hewlett-Packard Co. to provide consulting
and integration services for the district's office and four campuses. The Peralta
Colleges—College of Alameda, Laney College, Merritt College, and Vista
Community College—is seeking a network infrastructure that includes a converged
data, video and voice network to help develop its Web-based and eLearning programs,
as well as on-demand video training. HP will provide project management and
integration for the project as well as HP ProLiant DL380 servers. HP also has
partnered with Cisco Systems Inc. for software and other hardware solutions
and CBX Technologies and E-paperless, two local firms, will assist with installation
and start-up services.
